What Is a VPAT?
When a government or enterprise buyer asks how accessible your product is, they usually want a specific document. A completed VPAT is that document. This is general information, not legal advice.
Quick Answer
A VPAT (Voluntary Product Accessibility Template) is a free template published by the Information Technology Industry Council (ITI) that turns accessibility standards into testable criteria a vendor reports against. A completed VPAT is called an Accessibility Conformance Report (ACR). ITI publishes four editions: 508 (Revised Section 508), EU (EN 301 549), WCAG, and INT, which combines all three. The current version is VPAT 2.5Rev (April 2025).
The template and its editions
According to ITI, “The ITI Voluntary Product Accessibility Template (ITI VPAT®) is a free template.” It converts accessibility rules into criteria that can be tested, and the vendor fills in how the product conforms to each one. ITI states that a completed VPAT “is referred to as an Accessibility Conformance Report (ACR).”
The four editions map to the standards buyers use: 508 for the Revised Section 508 Standards, EU for EN 301 549, WCAG for the W3C Web Content Accessibility Guidelines, and INT, which incorporates all three. Pick the edition that matches the market you are selling into.
VPAT vs ACR
When buyers ask for one, and what makes it credible
Federal procurement is the usual trigger: Section 508 requires agencies to assess whether technology meets the standards before they buy it (see Section508.gov), and an ACR is how a vendor documents that. State, local and enterprise buyers increasingly ask for the same document.
An ACR is only as good as the testing behind it. A credible report reflects real testing against the named criteria, records where the product only partially supports a criterion, and is updated when the product changes. Our WCAG 2.2 checklist and accessibility audits produce the evidence an ACR draws on.
